The international Global Zero movement launched in December 2008 includes more than 300 political, military, business, faith and civic leaders — and hundreds of thousands of citizens — working for the phased, verified elimination of all nuclear weapons worldwide.
Global Zero members believe that the only way to eliminate the nuclear threat — including proliferation and nuclear terrorism — is to stop the spread of nuclear weapons, secure all nuclear materials and eliminate all nuclear weapons: global zero.
The movement combines grassroots and media outreach, cutting-edge policy analysis and direct dialogue with governments to make the elimination of nuclear weapons an urgent global imperative and to bring all nuclear weapons countries to the table to negotiate the phased reduction of arsenals to zero.
The international Global Zero Commission of 23 political and military leaders has developed a practical step-by-step plan – backed by hundreds of former heads-of-state, foreign ministers, national security advisers and military commanders – to achieve this goal over the next two decades.
The Global Zero Action Plan calls in its first phase for the United States and Russia to cut their arsenals to 1,000 total warheads each, all other countries with nuclear weapons to freeze their arsenals, and the international community to conduct an all-out global effort to block the spread of nuclear weapons. These steps would be followed by the first multilateral negotiations in history for stockpile reductions by all nuclear weapons countries.
In February 2010 in Paris, the 2nd Global Zero Summit convened 200 eminent leaders from around the world. Presidents Obama and Medvedev and UN Secretary-General Ban Ki-moon sent strong statements of support, including President Obama’s declaration that Global Zero “will always have a partner in me and my administration.” Fmr. US Secretary of George Shultz delivered the keynote address.
From the UN Security Council’s September 2009 endorsement of the goal of Global Zero, to the April 2010 START treaty signing and the Nuclear Security Summit, political support and momentum for Global Zero are growing. Global Zero has garnered extensive worldwide media attention. More than 400,000 people from every country in the world have signed the Global Zero declaration and joined the movement. Students are getting involved, starting over 70 Global Zero chapters on college campuses worldwide.

Countdown To Zero Hits Theaters July 23
Washington DC: Many of the biggest names in the music industry have joined the campaign to urge fans to see the new Lawrence Bender produced film Countdown to Zero when it hits theaters July 23rd and to join the Global Zero movement to eliminate all nuclear weapons.
Countdown to Zero opens in New York City and Washington DC July 23rd and in twenty other cities nationwide on the 30th (schedule below).

Global Zero Leaders Applaud New START Treaty; Urge Ratification
Washington DC – Leaders of the Global Zero movement, at a press conference at the National Press Club this morning, applauded the new START accord signed today by Presidents Obama and Medvedev in Prague and urged its ratification. They also called for strong commitments to be made by the 47 leaders participating in President Obama’s April 12-13 Nuclear Security Summit.
The group included Her Majesty Queen Noor, former CIA counter-proliferation officer Valerie Plame, START 1 chief negotiator Amb. Richard Burt, Academy Award-winning producer Lawrence Bender (An Inconvenient Truth, Good Will Hunting, Inglourious Basterds) and Jeff Skoll, founder of Participant Media (An Inconvenient Truth, The Visitor, Kite Runner).
The press conference included a special sneak-peek teaser of the new major documentary film on the nuclear danger, Countdown to Zero, produced by Bender and Participant Media. The film premiered at the Sundance Film Festival on January 25 to critical acclaim and will open in theaters July 9.
As part of the grassroots movement, the group announced the launch of a Global Zero ‘road tour’ in which young volunteers travel the country organizing campus and community-based screenings of the film to build momentum toward its theatrical release and to enlist more people in the Global Zero movement.
The group also launched a worldwide drive -- along with partner organizations, including Avaaz.org, MoveOn, the New Evangelical Partnership, Physicians for Social Responsibility, the International Campaign to Abolish Nuclear Weapons, Vote Vets and others -- to collect signatures on the global zero petition which will be delivered to the leaders at the Nuclear Security Summit next week.

Valerie Plame-Wilson, former CIA covert officer specializing in nuclear counter proliferation, said, “When I worked at the CIA, I was a covert operations officer specializing in nuclear counter proliferation—making sure terrorists didn’t get the materials to build the bomb. There is enough highly enriched uranium – or HEU – and plutonium in the world today to build more than 100,000 bombs, much of it poorly guarded and in unstable regions. In February, the Global Zero Summit in Paris convened 200 eminent international political, military, business, civic, faith, and student leaders to launch the next phase of the Global Zero movement. The Global Zero Action Plan was released, outlining a step-by-step strategy to eliminate nuclear weapons. To participants of the Global Zero Summit,
Although I’m unable to join you in person, I’m proud that my administration is represented at the Global Zero Summit by our Under Secretary for Arms Control and International Security, Ellen Tauscher. And I want to take this opportunity to thank you all for your tireless efforts to advance the vision we share – a world without nuclear weapons.
As President, this is one of my highest priorities. At Prague, I committed the United States to stopping the spread of nuclear weapons and to seeking a world without them. At the United Nations Security Council, we won passage of a historic resolution enshrining this as a shared commitment among nations. And I am proud that the United States and Russia are completing negotiations on a new START Treaty to dramatically reduce our nuclear arsenals.
But this is just a start. At our Nuclear Security Summit in April we will rally nations behind the goal of securing the world’s vulnerable nuclear materials in four years. We will strengthen the Nuclear Nonproliferation Treaty and work with allies and partners to ensure that the rights and responsibilities of every nation are enforced. We will seek to ratify the Comprehensive Test Ban Treaty and negotiate a Fissile Material Cutoff Treaty. And our Nuclear Posture Review will reduce role and number of nuclear weapons in our national security strategy. Make no mistake, this will be hard. Progress will be neither quick nor easy. Rather than fixed deadlines, we will work toward reductions that are historic yet realistic, ambitious yet achievable. And as I’ve said, our ultimate goal may not be realized in our lifetimes.

To The Global Zero Summit participants
I extend my greetings to the organizers, participants and guests of your forum.
The end of the Cold War epoch and creation of an atmosphere of trust and partnership in the relations between leading world powers have opened a way to a joint quest for new forms of ensuring international security and stability. Today our common task consists in undertaking everything to make deadly weapons of mass destruction to become a thing of the past.
Russia makes a substantial contribution to the process of nuclear disarmament. Meeting the obligations under the Treaty on the Non-proliferation of Nuclear Weapons is one of our first foreign policy priorities. It is about a comprehensive long-term strategy of balanced and stage-by-stage reduction of nuclear arsenals under conditions of equal security for all.
Our country has chosen a contractual way to nuclear disarmament. Russia actively interacts with the USA in preparing a new, legally binding arrangement to replace START. We intend to make all necessary to ensure the success of these negotiations and to agree upon a meaningful and viable document which will give an additional impetus to disarmament process.
I am confident, that a productive dialogue and joint efforts of global community will help to achieve the major goal—to ensure a safe and sustainable future for our common planet.

I send my best wishes to you all at the Global Zero Summit, and for all the work you are doing to make the world safer for our children and theirs. I believe that a world free of nuclear weapons is not only achievable, but one of the most important policy objectives of our times.
The road to get there will be long. There is much work to do. And no one country will walk the road alone. But together I am confident that we can tackle the risks from proliferation and ensure the security of nuclear materials, as well as address regional instability and the many political, technical and institutional challenges that need to be overcome. It will be difficult, but I am pledged to do what it takes to enable all countries to give up their nuclear weapons, verifiably and irreversibly.

You have my wholehearted support for your efforts to achieve global nuclear disarmament.
This goal has been a longstanding dream of mine. It is also a strategic priority for the United Nations. Nuclear weapons threaten our security. And every dollar spent on weapons is one less spent on schools, life-saving medicine, or research into more life-affirming technologies. I salute Global Zero for mobilizing so many people. You know that joined hands can achieve much more than clenched fists. You are proving that a small group of committed supporters can change the world.
There are encouraging signs that leaders are listening. The Russian Federation and United States are showing a renewed commitment to reach new agreements limiting nuclear weapons.

Moscow – Global Zero, a group of more than 200 political and military leaders from around the world, convened its first Commission meeting in Moscow October 26-27 and urged the U.S. and Russia to begin negotiations for deeper reductions in their arsenals once the current negotiations to replace the START accord have concluded. The group said that once this next round of bilateral negotiations begins, other nuclear weapons countries must engage in a multilateral process toward the phased elimination of all nuclear weapons by all countries.
The Commission met with Deputy Foreign Minister Sergei Ryabkov today to consult with him regarding the START negotiations and the Commission’s step-by-step plan for the phased, verified elimination of nuclear weapons—a four-phased strategy to reach a global zero accord over 14 years (2010-2023) and to complete the dismantlement of all remaining nuclear warheads over the following seven years (2024-2030).
Ambassador Richard Burt, Chief U.S. Negotiator for the START 1 negotiations and Global Zero U.S. Chair, said, “Once the current U.S.-Russian negotiations for a START follow-on accord successfully conclude, the Global Zero Commission urges both sides to begin negotiations for deeper reductions in their arsenals.”
Russian Senator Mikhail Margelov, a Global Zero leader, said, “The next round of Russia-U.S. negotiations to begin after the new agreement is signed must lead to multilateral talks with the other nuclear weapons countries. We must work with every nuclear power to demand Global Zero with one voice.”
The Global Zero Commission, comprising 23 political and military leaders with security experience from Russia, the US, China, Great Britain, France, India, Pakistan, Germany and Japan -- including Burt, Margelov, Ambassador Thomas Pickering, and Igor Yurgens – met in Moscow to build on the momentum and international support the Global Zero initiative and the idea of eliminating all nuclear weapons has gained in recent months.
In April, Presidents Medvedev and Obama publicly committed their two countries “to achieving a nuclear free world”. In July, the two Presidents met in Moscow and announced concrete proposals to cut their nuclear arsenals. In September, the UN Security Council, building on Presidents Medvedev’s and Obama’s leadership, unanimously adopted a resolution calling for the elimination of all nuclear weapons.
The Commission will present its final plan at the Global Zero Summit in Paris, February 2-4, 2010 -- an event which will convene 250 international leaders for strategy talks on the phased elimination of all nuclear weapons and to launch the next phase of the initiative’s global campaign to build public and political support for this agenda.
Global Zero is an international, non-partisan initiative dedicated to achieving the phased, verified elimination of all nuclear weapons and spearheaded by a group of more than 200 leaders worldwide, including many who have worked at senior levels with issues of national security such as former heads of state, former foreign ministers, former defense ministers, former national security advisors, and former top military commanders.


The Global Zero Commission, a group of political and military leaders from the U.S., Russia and other key countries, including Ambassador Richard Burt, Chief U.S. Negotiator for the START 1 negotiations, former U.S. Senator Chuck Hagel, Medvedev advisor Igor Yurgens, and Russian Senator Mikhail Margelov, today outlined a step-by-step process to achieve the elimination of nuclear weapons. The goal was called for by Presidents Obama and Medvedev at their first meeting on April 1.
The plan includes specific recommendations for the Obama and Medvedev administrations in advance of the July 6-8 Moscow Summit. The Commission unveiled its four-phased plan of action, the key elements of which are:
Phase 1 (2010 – 2013)
• Following conclusion of START replacement, negotiate a bilateral accord for the United States and Russia to reduce to 1,000 total warheads each.

Phase 2 (2014 – 2018)
• In a multilateral framework, the U.S. and Russia reach agreement to reduce to 500 total warheads each (to be implemented by 2021) as long as all other nuclear weapons countries agree to freeze their stockpiles until 2018, followed by proportional reductions until 2021. The accord includes:

• Continued implementation of the verification and enforcement system.
Phase 4 (2024 – 2030)
• Complete the phased, verified, proportionate reduction of all nuclear arsenals to zero total warheads by 2030.
• Continue the comprehensive verification and enforcement system.

Sen. Margelov said, “The world is nearing a ‘proliferation tipping point’ when nuclear weapons spread beyond the capacity of any effort to rein them in and the chances increase that they will be used by a country or terrorist group. As long as nuclear weapons exist they will continue to spread. The only real solution to this global security crisis is the elimination of all nuclear weapons – global zero.”
The Commission will continue to develop and refine the plan in the months ahead, including at a second meeting and through consultations with key governments in the fall. The Commission will present the final plan at the Global Zero Summit February 2-4, 2010, which will convene 250 international leaders. The Commission is part of the Global Zero initiative -- an international, non-partisan effort formed in response to the growing threats of proliferation and nuclear terrorism and dedicated to achieving the phased, verified elimination of all nuclear weapons. OVERVIEW
We, the members of the Global Zero Commission, with the benefit of our collective experience
working on national security issues in many of the key nuclear and non-nuclear countries, have
come to believe that whatever stabilizing impact nuclear weapons may have had during the Cold
War, any residual benefits of these arsenals are now overshadowed by the growing risk of
proliferation and the related risk of nuclear terrorism. The world is nearing a ‘proliferation
tipping point’ when nuclear weapons spread beyond the capacity of any effort to rein them in and
the danger increases that they will be used by a country in conflict or by accident, or by a
terrorist group. As long as nuclear weapons exist they will continue to spread. The only real
solution to this global security crisis is the elimination of all nuclear weapons—global zero.
On April 1, 2009, Presidents Obama and Medvedev issued an historic joint statement in London
committing their “two countries to achieving a nuclear free world,” beginning with reductions in
their two arsenals. Three days later in a speech in Prague, President Obama declared his
intention to “seek to include all nuclear weapons states in this endeavor.” A growing group of
national leaders worldwide is calling for the elimination of nuclear weapons. Today, the
overwhelming majority of nations—183—do not have nuclear weapons, only nine do.
As Presidents Obama, Medvedev and other leaders begin to pursue the important near-term
measures outlined in London and Prague—all of which we fully endorse—we are developing a
practical, end-to-end strategy, including near-, medium- and long-term steps, for the phased,
verified, proportionate reduction of all nuclear weapons to zero.
The 1968 Non-Proliferation Treaty (NPT) enshrined the basic objective of the elimination of all
nuclear weapons and mandated that signatory countries negotiate “effective measures” to
achieve it. The May, 2009 NPT PrepCom Chairman urged the establishment of “an international
legal framework for the achievement” of global zero and engaging non-NPT signatory countries
in this effort.
We have outlined a four-phased process that includes the key steps for the preparation,
negotiation, ratification, and implementation of a global zero agreement on effective measures
for eliminating all nuclear weapons (“global zero accord”). We are conducting a hard-nosed,
realistic and thorough examination of the critical conditions that must be met at each stage in the
process.

The key elements of the four phases:
• Phase 1 (2010 – 2013)
o Following the conclusion of a START replacement accord, negotiate a bilateral
accord for the U.S. and Russia to reduce to 1,000 total warheads each (to be
implemented by 2018).
o Prepare for multilateral negotiations.
• Phase 2 (2014 – 2018)
o In a multilateral framework, the U.S. and Russia reach agreement to reduce to 500
total warheads each (to be implemented by 2021) as long as all other nuclear
weapons countries agree to freeze their stockpiles until 2018, followed by
proportional reductions until 2021.
o Establish a comprehensive verification and enforcement system, including nonotice,
on-site inspections.
o Strengthen safeguards on the civilian nuclear fuel cycle to prevent diversion of
materials to build weapons.
• Phase 3 (2019 – 2023)
o Negotiate a global zero accord, signed by all nuclear capable countries, for the
phased, verified, proportionate reduction of all nuclear arsenals to zero total
warheads by 2030.
• Phase 4 (2024 – 2030)
o Complete the phased, verified, proportionate dismantlement of all nuclear
arsenals to zero total warheads by 2030, and continue the comprehensive
verification and enforcement system.
While all nuclear capable countries must sign and ratify the global zero accord for it to enter into
force, it is not necessary for all of them to participate at the outset of the diplomatic process.
Countries may join the process at any point during the preparation, negotiation and ratification
phases. This phased approach will allow for the steady expansion of participation, achieving
universality over time while preventing any holdouts or temporary withdrawals from derailing
the process.
In pursuing global zero, nations will confront profound and complex political and security issues.
Before signing and ratifying a global zero accord, nations will assess whether going to zero will
serve their national interests, taking into consideration the state of various geopolitical, regional

and national security issues at that time. The Commission is examining these issues and their
interrelationship with our strategy for the elimination of nuclear weapons.
In a political endeavor as dynamic and complex as the pursuit of global zero would be, no one
can predict success or failure of any stage of the process, nor of the ultimate objective. We can
be certain, however, that in the absence of a comprehensive end-to-end plan, including a realistic
examination of the conditions that must be met at every stage, we cannot succeed—the goal of
eliminating nuclear weapons will remain a distant vision beyond reach as the world drifts toward
a ‘proliferation tipping point’ and nuclear catastrophe.
Eliminating all nuclear weapons cannot happen quickly. It will take years of technical,
diplomatic and political preparation before negotiations on an agreement of effective measures
for eliminating nuclear weapons can even begin—and many more years to negotiate and
implement it. In short, this will be a very long and difficult process—the sooner we start down
the road to zero, the sooner we may end the nuclear threat. Indeed, if we delay getting started,
we may reach the proliferation tipping point when it may be too late.
Furthermore, beginning serious global zero talks would have immediate security benefits.
Although nuclear aspirants may attempt to build nuclear arsenals regardless of other nations’
commitment to achieving a nuclear-free world, initiating multilateral talks for a global zero
accord would help galvanize the political will of all nations to fight proliferation in general, and
help resolve the current proliferation crises involving North Korea and Iran in particular. In
addition, nothing would do more to strengthen the NPT than the initiation of global zero talks—
indeed, as noted above, the achievement of a global zero accord would represent the fulfillment
of the NPT Article VI obligations.
We will continue to develop and refine this plan in the months ahead, including at a second
meeting of the Commission and through consultations with key governments in the fall, and will
present our final plan at the Global Zero Summit February 2-4, 2010. We welcome all
viewpoints and input. Ultimately, it will fall to political leaders to decide on a course. Ours is
not the only possible approach, but we hope that the process we have outlined here serves as a
useful framework and encourages an international dialogue among leaders, experts and the
public on strategies for achieving global zero.

PROCESS OUTLINE
PHASE 1: 2010-2013 PHASE 2: 2014-2018 PHASE 3: 2019-2023 PHASE 4: 2024-2030
Negotiate U.S.-Russia Cuts to 1,000 Warheads Each
• Following the conclusion of an agreement to replace the START I Treaty expiring December
5, 2009, the U.S. and Russia negotiate an accord for reductions of the total number of all
categories of weapons down to 1,000 warheads per country (to be implemented by 2018).
o Under this plan, the U.S. dismantling rate would gradually return from its current rate
(350 warheads per year) to its historical average (1,000 warheads per year, 1960-
2002), and the Russian dismantling rate would gradually return from its current rate
(450 warheads per year) to its historical average (1,500 warheads per year).
Prepare for Multilateral Negotiations
• In conjunction with the U.S.-Russia bilateral negotiations, all other nuclear weapons
countries are strongly encouraged not to increase their nuclear weapons programs.
• All nuclear weapons countries undertake technical and diplomatic preparation for multilateral
negotiations.
o Conduct complete internal inventories of their nuclear warheads and materials.
o Develop and test methods for verifying the storage, transport and dismantling of
warheads.
o Establish the diplomatic framework for multilateral negotiations.
• All nuclear capable countries:
o Move rapidly to cease nuclear explosive testing (sign/ratify CTBT) and the
production of bomb-grade fissile materials (sign/ratify the FMCT).
o Secure all bomb-grade fissile materials.
• Encourage de-alerting, ending first-use planning, establishing regional nuclear free zones and
other measures conducive to progress toward global zero.

Negotiate and Ratify Multilateral Accord
• In a multilateral framework, the U.S. and Russia reach agreement to reduce to 500 total
warheads each (to be implemented by 2021) as long as all other nuclear weapons countries
agree to freeze their stockpiles until 2018, followed by proportionate reductions until 2021.
The accord includes:
o A requirement that all nuclear weapons countries sign and ratify the accord in order
for it to enter into force.
o The establishment, prior to the accord’s entry into force, of a comprehensive
verification and enforcement system to ensure the safe and verified dismantlement of
all nuclear warheads, the destruction or conversion to civilian use of all warhead
components and fissile materials, and compliance with the accord’s obligations not to
hide existing nuclear weapons or secretly build new ones. The system will build on
decades of successful experience, including the verification of bilateral reductions in
U.S. and Soviet/Russian arsenals, and the dismantling of nuclear weapons programs
in Ukraine, Kazakhstan, Belarus, South Africa, Libya, and Iraq—as well as on the
experience verifying the new U.S.-Russia deep reductions called for in this plan.
Indeed, even with today’s limited monitoring, no country has ever produced a
significant amount of bomb-grade materials (highly enriched uranium or plutonium)
without detection by foreign intelligence. The verification and enforcement system
includes:
A complete inventory, audit and inspection of delivery vehicles, nuclear
warheads, and fissile materials.
On-site, no-notice, challenge inspections that provide direct visual and
forensic confirmation of the dismantlement of warheads and the absence of
cheating (hidden warheads or secret manufacturing of weapons or materials).
Expanded use of the most advanced monitoring technologies such as local and
wide-area environmental sampling to remotely detect nuclear explosive
materials, and satellite visible and thermal surveillance in order to detect
facilities producing such materials.
An agreed upon mechanism for resolving compliance disputes and, in the case
of violations, enforcing compliance.

Strengthen Fuel Cycle Safeguards
• Concurrently with the negotiation of the global zero accord, all nuclear capable countries
develop and agree to the establishment of a comprehensive and universal system of
safeguards on the civilian fuel cycle to prevent diversions of nuclear materials to build
weapons. The plan includes:
o For the first time, putting the entire fuel cycle of all countries under international
safeguards, including uranium mining/milling, all reactors and all spent fuel.
o The adoption of the IAEA “Additional Protocol” by all countries to allow for wideranging
inspections for detecting undeclared nuclear material or activities.
o The establishment of new safeguards that could include an international fuel bank and
international fuel cycle management for uranium enrichment and plutonium reprocessing.

Negotiate and Ratify Global Zero Accord
• Negotiate a global zero accord, which includes:

All nuclear weapons countries reduce 2021 levels by 50% by 2025.
All countries reduce to zero (0) by 2030.
o A requirement that all nuclear capable countries sign and ratify the agreement in
order for it to enter into force.
o Continued implementation of the verification and enforcement system.

Eliminate All Remaining Nuclear Warheads
• All nuclear weapons countries complete the phased, proportionate, verified dismantlement of
all nuclear warheads by 2030. This includes surplus warheads that, at the time of their decommissioning,
would be moved into monitored storage, and then into verified dismantling
facilities under multilateral surveillance.
• Continued implementation of the verification and enforcement system.

CLOSING
In sum, recognizing the political and technical complexity of the effort, this four-phased end-toend
plan projects 14 years (2010-23) to reach a global zero accord on effective measures for
eliminating nuclear weapons—including preparation, negotiation, ratification and entry into
force—and at least an additional seven years (2024-2030) to complete the dismantlement of all
nuclear warheads.
For point of reference:
The average time taken to negotiate and sign previous major nuclear arms agreements is four
years—six months for START II (1993); two and one-half years for SALT I (1972) and for the
ABM Treaty (1972); four and one-half years for SALT II (1979); six years for the INF Treaty
(1987); and nine years for START I (1991).
Regarding the projected rate of dismantlement, over the past twenty years (1989-2009), the
United States and Russia retired and destroyed twice as many nuclear warheads (40,000+) as this
action plan proposes (20,000+) over the next twenty years (2009-2030).
